  • I do not understand why President Trump needs to declare an emergency to get more money to build the border wall.
    Why doesen't he just build the wall with the 1.5 billion already approved. He could then do what all other federal projects do. Simply go over budget and spend the 5 or 10 billion he needs.
    Every other federal infastructure project I have ever seen goes way over budget.
    Sone of them 5 or ten times the origonal budget!
    I really do not get what all the fuss is about.

  • You are laboring under a misunderstanding of how federal funds are managed. Funds must be appropriated by Congress before they can be obligated. If a funded project goes over budget Congress must approve additional funds to cover the shortfall before they can be obligated. This is a fundamental rule of federal spending/procurement and breaking the rule will get the offender an early retirement.

    You do, I hope, understand that a lot of my comments like these are a bit tongue in cheek. But, there are a lot of examples where the end product in a federal contract end up being 2x,3x, or even 10x the original budget. Some how they seem to keep the projects going even after they have tripled the initial budgets or appropriation.
    Look at Kaliforinca's high speed rail or the F35. 4.5 billion is a drop in the ocean. I know that the F35 may not be a great example as it is a military developmrnt and contract but you may still get my point. Projects rarely get scrapped until the change of administrations. President Trump still has two or possibly more to go.
    Some senators have even built their own airports in the middle of no-where.
    Resistance is futile...

  • The way that I usnderstand it, the $1.5 will get him through the summer to budget time and at the same time, let the libs legals challenge him in the courts with, hopefully, a Supreme Court decision in his favor. He then submits his budget for 2020 and libs balk. Hence, use the emergency order and has a full magazine of ammo to use against the dems/libs for the election. Works for me.
