Egypt is building one with the Palestinians in mind.
Now all those Palestinians have to do is declare themselves to be Hispanic and Egypt would stop building and open the doors with free hotels, money, phones and more.
Poor Palestinians just won't admit they are Hispanic to get all the free stuff.
