the one disc I have replaced the cutters on was exactly as you said - the entire shaft came out. It had the bearings bolted to a "C" bracket and I just took the whole gang off. Then the spacers between the discs came off between each disc. So in other words I didn't drive the shaft out I just took it apart piece by piece. You might end up doing all of them if they're worn down - you might be surprised how worn down yours are.
