PTO oil seal

Trying to replace the oil seal on my 51 8N PTO. Whats giving me problems is that the bushing the seal rides on, 9N735B, was pitted and grooved from wear. So I decided to replace it too. The PTO shaft where the bushing fits is 1.122" in diameter. The ID of the new bushing is 1.117". That is a .005" interference fit. Seems like a lot to me. I heated the new bushing to a nice deep blue and tried to get it on but no luck. Fit ok on the splines but won't go past them. Destroyed the bushing getting it back off and will get a new one tomorrow. I have a lathe and am tempted to take the shaft down a couple more thousands in diameter. Is there some trick here I'm missing? Thanks
