Installing Stabilizer Bars

I use my 8N for mowing and clearing snow off the drive with a rear blade. I don't like the way it sways left and right so I thought I put stabilizer bars on it. First thing I need to do is remove the fender bolts. Well they just spin. Didn't take the tires off but I can see smooth carriage bolt heads on the top. They just spin and there is nothing to grab a hold of even if I take the tires off. Is there anyway to get them off with out cutting the nut off? Any thoughts? Another thing I just noticed was that the tire on the right is about 2 inches wider than the one on the left. Is this possible or is something wrong? I've had this tractor for 15 years and never noticed it. I can see the top of the bolt looking down between the fender and the tire on the right tire but not on the left tire.
