Thankfully, I didn't need to download most of my PB libraries. Guess I'm too old to feel comfortable keeping everything in cloud storage. Most of my photos are on a thumb drive, a hard drive, and backed-up to DVD. My PB account is in the process of being closed. I've asked for a partial refund of the fee they collected. I believe their change in policy was a breach of contract for paid Pro accounts, but it wouldn't surprise me to find out they had something in the fine print to cover this. I know their official policy is that fees are non-refundable. That should not apply when they choose to alter the agreement mid-year. If a class-action ever gets going I plan to be on it, not that I ever expect to get any money back.
