The rebuild kits have a replacement float valve and seat. The seats are hard to remove and even harder to get all the way in. Are you sure you put the new gasket under the collar of the float seat, and got it screwed down tight?

Once that is in right, the float should require very little adjustment to be at the correct level.

If either of those is done wrong, will cause fuel to overflow into the normally dry area where that drain is located.

The drain is there so we see that there is a problem, and fix it, before all the fuel in the tank ends up in the engine.
