One thing you can do to rule out one component as the culprit is to take the right side round cover off and watch the lift cylinder while it is lifting. If you see a lot of oil coming out of the lift cylinder, you may have found at least part of the problem. O-rings or scored cylinder. If you don't see oil coming out of the cylinder, the problem may be due to the condition of the pump or a valve operation.
the Pump needs to be in good condition and hold its prime. The top cover may leak at the right front corner or leaks can come from the lift cylinder or the gaskets/seals between the top cover and cylinder. The linkage needs to be set properly and the cam follower pin needs to be in good nick. Oil needs to be fairly clean and water free if possible. The valves in the control body need to be free along with the relief and back pressure.
