HHHMMM. I didn't know they used horsehair filters. I thought they were all the sintered bronze ones. Anyway, Is your carb a Marvel-Schebler TSX 33 or TSX-241 carb or an newer aftermarket style? I wouldn't muck around with the float anymore. When you set the 1/4" gage spec, was it with the gasket on or without? It should be gaged with the gasket on. Did you check the gage setting from both sides of the float? I've found many that were bent unequally; one side checked good and the other was way off. The original M/S TSX-33 Carb Specs say to set the float level to 9/32" (.281") and it was only when they released the TSX-241 carb with the Economizer Jet added that they went to the 1/4" gage dimension.
