That issue for me usually ends up being the float valve needle or the float valve seat. I have had just turning the needle 90 degrees fix the problem. I have also had the new seat be the problem and had to try another one.
Are you using the needle with the rubber tip or the older style that is all metal. I have had more issues with the rubber tipped ones then the old ones.
I had a stubborn one that I had to test with gravity tank rigged up that was from an old lawn mower so I did not need to keep putting it back on the tractor to test it.
I had to try 4 or more different combinations of seats and needles till it stopper.
It can be frustrating. But will be joyful when its fixed...
