I keep hearing good things about Tyvek - the house wrap stuff.
It's tough, sun, rain and wind and tear resistant and it breathes so no trapped moisture.
Probably wouldn't damage the paint either.
I think you could fashion some kind of a decent fitting cover for a tractor out of it. Use the tape that is made for taping the seams. The tape is very tough too. Tape both sides, etc.
It wouldn't be glamorous but would function well.
Look on craigslist for a piece that was left over from a job.
