The piece with the teeth is not supposed to move. It is firmly bolted to the center housing. The pawl pivots and engages the fixed piece and locks the pedal in the down position. To set the parking brake:

  1. Press the brake down firmly with your foot and hold it there
  2. Use your hand to move the pawl against the fixed piece with the teeth
  3. While holding the pawl in place lift your foot off the brake
  4. Brake is now set
  5. To release the brake revere those steps
