Not sure what you mean by PTO clutch, but if an ORC (Over Running Clutch) like John says, and/or if it just a 1-1/8" to 1-3/8" sleeve adaptor, if either has been on for along time and won't slide off when the shear pin is removed, you can try a good penetrant like PB BLASTER to spray up behind into the mating parts. Use the red plastic flexible nozzle insert and bend it and point it from behind, closest to PTO housing so it gets back into the parts. May have to spray it a few times a day for 2 or 3 days to loosen things up.
