There are three ways for the lift arms so settle down. A leak past the piston seals, the cylinder overload safety valve or the control valve. you have determined the cylinder seals do not leak .Pull the PTO shifter cover and look at either end of the control valve. The front will be very close to the transmission, and watch for oil drips, Engine off. 99.9% chance the cylinder safety valve will not be a problem. You more than likely will not be replacing the control valve and bushing unless you love spending lost of money.
