You haven't verified the wiring is correct have you? ALL 9N and 2N tractors never had a starter solenoid. The 8N Model introduced the starter solenoid which was mounted on the body like shown in the picture below. The 9N/2N starter has only 1-Wire a shown in the diagram. It connects to the battery NEG post via the starting switch. Do not cornfuse the starting switch/button for a solenoid as some do. They are two different animals altogether. It is a bit misleading, partly due to Ford, because the 9N/2N starting switch is also numbered 11450. It is the prefix code that defines them. The 9N-11450 is the switch connected to the button -see diagram. On the 8N, the 8N-11450 is the starter motor solenoid. The 8N-11500 is the button switch -on the 8N. Be sure the spot where you ground plug to is free of dirt, paint, rust, and crud. Pick a spot on the head, or the stud/nut closest to dash is good, sand it down to bare metal and check spark there.
