Pegs? Go back to the basics, did you set the timing correctly, 015" (front mount) on the new points? Have not heard anything about that important part. Once points are set, do the continuity tests per Bruce(VA)'s procedure before you put it back on. When it passes, assemble cap and coil, mount in a vice on an ear, take battery charger clip and clamp vice or distributor base to make ground connection. Take other charger cable/clip and touch coil post. You will get a small spark or not. By turning the cam you will see a spark when points open and close. Once this test passes, mount distributor on tractor correctly. Take a reading of your battery voltage static. then, take your VOM and touch one probe to the LH terminal on the Ballast Resistor. That is where the coil wire connects to. Take the other probe and touch it to tractor ground/frame. Turn Key Switch ON. Voltage reading should be same as battery VDC reading with points open, half that with points closed. A pass means you are getting voltage to the connection at the resistor post, so now do the same test only touch the coil terminal post itself and ground other probe, key on. You should see the same results. If not chances are coil is bad.

One last test before trying to fire up engine - Check for spark. Up to this point, everything passes the test phase.

With the distributor still off the tractor, follow these steps:
1. Coil off, cap off, points open. One probe on the brass screw & the other on both sides of the open points. On the side closest to the cam, you should have continuity. Not on the other side! If you do, you will also have continuity everywhere because the points are grounded.
2. Coil off, cap off, points open. One probe on the brass screw & the other anywhere on the body of the distributor. You should have no continuity! Now, rotate the tang on the distributor....as the points open & close, you have continuity (closed) and lose it when they open.
3. Put the coil on the distributor, cap off, points open. One probe on the lead on the top of the coil, the other on the cam side of the open points. You should have continuity!
4. Coil on, cap off, points open. One probe on the lead on the top of the coil, the other anywhere on the body of the distributor. You should have no continuity!
