Just looking in there isn't enough, unless you are looking for leaks from the top cover area, while operating the system, but that is a different problem from teh one you describe. With the engine off, reach down in the fluid from the right side cover (the one with the dipstick). Feel your way down the touch control lever to the valves. Work the valve thingy back and forth and feel for any sticking. Last time I did this, seems like I moved the touch control lever with one hand, while the other felt to see if the valve was moving for the full range. If the valve sticks, before touch control lever moves the full stroke, try to work the valve free by hand. If this "fixes" the problem, flush and change the fluid as soon as you can.
