I think you mean the petcock drain for the coolant. Yeas, it is much easier to remove the starter when the petcock is removed first. The N starter pocket has a scalloped section machined out at the 2 O'Clock Position for easier starter assembly and removal. Follow Bruce(VA)'s tips on R&R 'g it and look in our HOW-TO's forum for more help. Best to get the essential manuals too if'N yer gonna be a an N-Owner. We have the 1942 Master Parts Catalog in our MANUALS forum for free download as well, but, realize, many of these N's have been changed over the years and some parts are no longer serviced. Many have been switched from the original 6V/POS GND to 12 volt systems so look at that first. Get the I&T F-04 manual and the 39-53 MPC first after the '42 MPC.
