"I have the negative battery cable going to the starter solenoid and a wire from that same post that goes to the terminal block and of course neither show voltage." Do as Bruce said, start at terminal block and trace back to battery cable connection.

Most problems are simple once you find them. Do logical and systematic troubleshooting and you will find the problem. It is a learning process
