Engine oil leak on 1963 4000 ford industrial

I am considering buying a ford 1963 4000 industrial tractor with loader with 2 issues.
1. Engine oil leak near front of engine a mechanic looked at it and said it was not the front engine seal.
He said it looked to be leaking near governor. It leaks about a quart of oil if running it 2 hours. So this concerns me as I could afford governor seal but I don't want to have to put in a new front engine seal.
2. Other issue is sometime it won't start but 90 percent of the time it starts well it sounds like it fails to start after it's Been warmed up and then she doesn't want to start. It has new carb and new ignition
Are these easy affordable fixes and should I walk away from this tractor and not buy it.
