The governor is beneath the front cover. The front crankshaft seal is in the front cover.

If the front cover must be removed to stop a leak "near governor," the front crankshaft seal must be replaced whether leaking or not.

If, as you say, the tractor has "new ignition" and the ignition is spot on, hard starting when warm is one indication of low compression.

I would walk unless it's a steal.
