If it's Calcium Chloride and not leaking, as suggested, leave it. If you must have it gone, I would simply haul the tractor to your local AG Tire center and have them do it. They have all the skilled personnel, proper tools, and equipment to do the job and you won't have to risk hurting yourself. It is easier for them to work on the tires if left on the tractor than removing and taking just them to the center. That's what my guy told me anyway. It isn't just draining the fluid. The contaminated tubes will need to be replaced too especially if you are going to add some other type of substance like beet juice. They will wash out the inside of the rims too before putting back together. Just saying, a tire center can be your friend and isn't that expensive
