I assume you have the 3pt lift in position control but still not much you can do about the back blade. With no down pressure other than gravity they want to float up and over the high spots. Same for the rake which I use for rock and root removal more than grading. You can add some ballast but I have never found it real effective.

For rough grading and moving material I like to cut and push with a loader bucket and then use it to back drag the surface for leveling and compacting. If you persevere with what you have I am sure you will get it done. Personally I no longer find much enjoyment in that sort of time intensive endeavor and opt for spending a little cash to get something faster and easier.
