It is not "pre-load". They are set up with 'slack'. Jack up both rear tires free of ground. Take out shims/gaskets until when you turn one tire, the other one turns same direction (the inner ends of axles are binding now). Now remove one shim/gasket at a time until the other tire rotates opposite direction to the one you are turning (now ends of axles are not binding, by just a few thousandths). Apply sealer and button it up.
