The measurement is from as far as the lever will go up. The 9N lift should drop to the ground somewhere between those two numbers. The rest of the lever movement down from that point is used to set how deep the plow will run in the ground. The wing nut stop is used to mark the depth you want to plow so each furrow is the same after raising the lift and starting a new furrow.
One of my tractors was adjusted close enough when I got it. The other needed an adjustment after fixing some problems with the linkage under the cover. I have not felt the need to check the adjustment on either of them in several years.
