I recently had the same problem on an 8N I bought. The belt was removed & the tractor had not run in several years. I ended up jacking it up after removing the front bolster bolts. The good news is that, because I had to do this I discovered there were only 2 bolts instead of the 6 required! I removed the spacer & put the bolster back on.
It really wasn't a terrible job as I could jack up the engine (& tractor) w/out taking anything else loose.
