Jakester.#1 You might try a strong magnet on a flexible cable shaft like a choke cable (they make them) to carefully fish it out.
#2 Remove the steering box and go through the top hole to fish it out.
#3 You could let the sleeping dog lay,I have found as many as three in the clutch housing in one I split before,but I wouldn't suggest that one.
#4 Split the tractor and grab it with your hand,and while in there check the starter ring gear for worn/missing teeth,flywheel surface,clutch disk,pilot bearing,pressure plate,throw out bearing replace?,and defiantly replace the transmission input shaft seal.While the input shaft is out use it to line your clutch disk up before bolting the pressure plate back up.
Hopefully you will be able to fish it out of the starter hole,then replace it with a new improved clutch style Bendix drive.
