I disagree with you somewhat here.
He needs an ORC for a rotary mower and that is really the only pto driven implement that needs one.
No other item has that massive inertia like a rotary mower does.
Not a PHD, buzz saw, hay rake, sickle mower or manure spreader.
Some say you need an orc on a finish mower but I never felt a need for one and ran a 6' FM behind an N for three years without one.
Yes, when a fm is spun up you can feel a slight push when you depress the clutch but it was negligible compared to a brush mower. Like maybe 10% or so and very managable.
Not trying to start an argument but I will try to keep the advice that is given here accurate.
