The N Series Fords were marvelous little plowing and discing tractors that would pull more plow than any other brand of tractor in their horsepower class. They also disced very well.
But they suck as a rototilling tractor unless you install the somewhat rare and expensive Howard transmission in them.
If you are dead set on a rototiller for your project I would skip the Ns and look at a much newer tractor with suitable ground speed.
If you are wanting a Ford tractor I suggest one that is 1965 or newer as they have more gears and slower speeds.
By the way, plowing and discing is easily learned and a Lot of fun.
Running a tiller is about the most boring thing you will ever do with a tractor.
