What spring broke? Most parts are available.
The throttle lever rod is connected to the governor. As it moves it SHOULD cause the throttle link rod from the governor to the carb to move and open the throttle. There is an adjustment procedure and specification for the linkages but I suspect before you get to that you really need to rebuild the governor.
Putting a slight bend in the trottle rod MAY help a bit but that is a bandaid fix and just delays an eventual rebuild.
