If your clutch pedal doesn’t come back up after being depressed, chances are one or both of the springs affixed to the clutch plate has broken or fallen off. The correct ‘fix’ as Ultradog said is to the split the tractor and rebuild/repair the damage. Splitting the tractor isn’t a difficult project, just extremely time consuming. I would suggest wait until you plan on doing a complete engine teardown and rebuild so it only has to be split once. If you can live with it, here’s a quick cheap temporary fix that may help.
