I don't know about the "Flow Control Valve" as shown in the Wagner parts manual, but when I rebuilt a Wagner loader, I incorporated valves in the lines which extend the boom cylinders.

These are a type of "check" valve that allows free flow to extend the cylinder, but restricted flow to lower the cylinder. ...These valves prevent a sudden collapse of the boom if a hose or line blew while the boom is raised.
