Could be a weak pump or leak. Pop a side cover and try to operate the lift with a heavy implement. Look for fluid raining down from above or jetting from somewhere in there. Blown gaskets are an easy fix. If the tube that transfers pressure from the pump to the top cover is bad, that is a bit of a pain to replace. If there are no obvious leaks, the pump may just have too many hours on it to make enough pressure. Might be time to rebuild the pump or swap with a used one parted out from a "working tractor" on ebay.
