I would say that the top link is giving an input to the system that commands lower (pulling toward rear on top link). If at this point, you can use a long pry bar to push the top link forward, it will likely lift. This is generally due to wear in metal parts and you may be able to compensate by loosening the 4 bolts in quadrant and sliding quadrant toward rear in the slotted holes.
