parts for strange draft control? device what is it?

I pulled center section for restore parts-list and lo and behold I find this gear set that is not in books or websites. I am led to believe my serial number which
is 8N347216star. The star is stamped next to last serial number. Research leads me to believe Ford was experimenting with draft controls in late 1951. I don't know what I'm looking at. It has to do with extra hydraulic control lever I think. It has 2 fixed idler gears and one slider gear sandwiched between 2 trapazoidal 5/8 inch steel plates.
