Anything is possible, but I wouldn't bother. A machine shop would charge you more than what you can get a new manifold for, plus, in order to get all the pits and grooves out you'd have to mill a lot - 1/16" or more, off and that will affect the location of the mounting and put carb skewed off as well, maybe the pipe too. It just isn't worth the hassle for a project that may or may not work. You're welcome to try, it's your tractor, but if you don't have the proper equipment (Bridgeport) and tooling to set it up with (indicators) forget it. You asked, and my advice is to get new and do the job right the first time.
