You may have been able to turn it at first because you had only air in the lines.
I'm thinking you may have the lines to the cylinders crossed.
Lift the front axle off the ground and disconnect your steering cylinders on the front end and let them hang from the drag links with a wire. Then start the tractor and see if they move in the same direction as the drag link when you steer it manually. It takes some concentration/thinking to get your head around the cylinder and drag link moving the same way when you turn the wheel. Does me anyway. So just watch one side at a time.

Those tractors steered pretty easily without PS but once you have it working you will cry if you have to go manual :)
