Ford 9N timing issues

I'm helping a friend get a Ford 9N running. He sent it to a mechanic who replaced or cleaned pretty much everything in the motor. Unfortunately he went bankrupt without getting the tractor running. At least he got it put back together and returned it on a trailer. The tractor will turn over (but not very fast). Spark is happening in the correct time and we performed all the steps in the manual to make sure the timing is correct. Since we couldn't get it to fire, (not even a pop) we decided to pull start it. We noticed that oil is being blown out the air filter so we pulled the intake to the carburetor off and turned it over. It seemed to blow air out not pull air in. We're wondering if the timing gear is not installed correctly. What steps should we perform to make sure this is the issue or is there something we're missing? Thank you.
