What is this light

I have a light that was painted over at one point and is believed to be an ignition on light. Is that correct? Also there is some discussion on the location of the key switch. This 1940 9n has been in the family for along time, since early 50s. This switch as far as can be remembered has always been in this location. Anyone here have an opinion or fact about the location of the switch?
