Did you try the MPC? We have some of the OEM MPC's in our MANUALS forum for free downloads -see LINK below. Steering boxes, wheels, and related parts changed throughout the years so be certain you have the right one. Only one lockwasher is shown, p/n 351544, 15/16" ID x 1-1/2" OD, internal on the shaft. I suspect you have more than just a lockwasher worn.
