Pretty common thing. Put that side on a stout jack stand or blocking, loosen the nuts, have someone hold a 4x4 firmly against the disc and whack the heck out of it till it breaks free. Or simply get some tire irons and remove the tire from the rim while still mounted on the tractor. I prefer the latter unless there is a need to separate them.
