New governors are known to be less than reliable. My advise would be to find a used OEM one on ebay or some other source and rebuild it. At one time I had had 9 N tractors. I swapped out several governors and at one time had a collection of parts and cases. I have sold several of my Ns recently and am down to only one replacement governor.
