Early 9N governors were cast iron and never used an oil line lube til the 2N. Oil line could be added per manual listed here. We have the OEM Governor Repair & Maintenance Manual in our MANUALS forum -see LINK below. New repair kits are available -see JUST8Ns. New aftermarket units -no matter what it is - cannot be relied on to be tested by a QC Department. India used to be pretty good and a lot better than the new Cheena made junk today. Get the carb rebuilt and set first. Manuals are downloadable to your PC for FREE -require a version of Adobe or equivalent (also FREE) as many of our manuals are now in pdf.
