46 2n no rpm's

HI Folks, new to site hope you can help. My 2n will start and idle but will not throttle up. Had a guy look at gov. and he says it looked alright. He took it apart and said balls and rollers looked like normal wear but should be good. Don't know the guy said he worked on tractors.
