Grab the rod from the governor to the carb throttle butterfly.. and manually goose it.. does the governor fight you evenly.. no? then it needs attention. Might be as simple as setting the no preload/slack on the springs.. or as difficult as repairing grooves inthe housing and replacing flat balls..
