Rear 8N Hub

I replaced the seal on rear wheel and have the proper end axle play. However after installing hub and tightening big nut axle is very hard to turn. Loosen nut a little and hub turns o.k. Hub and axle splines do not look worn and hub does not seem to have any play when tightened on axle. However there is quite a bit of axle protuding from outside of hub. Any help would be appreciated.
