See if the hubs are hanging up on brake parts.. my bet is yes.. especially if you see lots of spline sticking out.

I wouldn't use soft shim material like aluminum, copepr or brass .. I'd use hard material.. like metal band packing straps from pallates. A user here tried brass, and it worked for a little while till the brass pounde dout and the hub loosened. As i hear.. the metal packing strap material is doing ok though.
