It's a FERS Civil Service retirement same as any other federal civil servant who started service after 1985:

1) He has 9 years of service so he is tenured

2) He is age 67 so he is eligible for an immediate retirement annuity = 9% of the average of his high three annual salary = $15,660 per annum

3) IF he has been continuously enrolled for the last five years he is eligible for continued participation in any FEHB health plan as long as he continues to pay his share of the monthly premiums.
