Another possibility: IF....it is really reaching a 30 amp current, then the current limiting function in VR would try to protect the 20 amp generator by reducing or stopping charging. Then when reduced , it tries to resume, thus oscillating between excess amperage and little to no amperage. Maybe caused by bad battery, bad VR, etc.

Start with the easy, no-cost stuff first. What is the condition of the wiring to/from the ammeter gauge? Does it have good insulation with no exposed sections? Do they also have good, rust-free connections? What type of ammeter do you have - the factory inductive type or the later type with two separate terminals for your connections?
