That's what happens when you do away with requiring a photo ID to vote. Here in Virginia, former Gov. Blackface helped nuke our photo ID law and opened it up to where, if you showed up with a utility bill and claimed to be the person on the bill and you were on the voter list, you got a ballot. So, if someone went through your trash and took your electric bill they could vote. When you showed up to vote, you were flagged as having voted and you would be turned away. If raised a stink, the election official would let you vote a provisional ballot but it would subsequently be voted down (not counted) by the electoral board after the election. We are expecting to reenact the photo-ID requirement under the current administration.
